Successful 'CU Day at the General Assembly' as Advocates Lobby for Legislation with Visits, Emails
Many thanks to the credit union representatives from across the commonwealth who visited the state Capitol Thursday to meet with key leaders, patrons and other lawmakers in support of two parity measures. With COVID limiting in-person attendance, other credit unions supported our advocacy efforts by contacting lawmakers via email.
"These in-person meetings are an invaluable advocacy tool, enabling us to not only offer our perspective on legislation but to also share how credit unions are serving their members and communities," said League President/CEO Carrie Hunt. "We are committed to a healthy dual-chartering system and we appreciate our credit unions' participation today in support of two measures designed to address parity-related issues for Virginia's state-chartered credit unions."
If you haven’t done so, we encourage you to reach out to our lawmakers in support of our legislation, especially the “Parity Powers for Virginia's State-Chartered Credit Unions” measure. Companion bills HB209 and SB329 will make the process easier for the Commonwealth's state-chartered credit unions to exercise the same powers as federally chartered credit unions operating in Virginia. Both bills may be heard as early as next week in the House Commerce and Energy Committee and the Senate Commerce and Labor Committee. She’ll discuss the key issues credit unions MUST watch this year at the federal level; flag state trends that could creep into the D.C./Maryland/Virginia area; and talk about how we can change the dialogue on overdraft.

League Board Seeks Nominees for Kirsch, Farley Awards
The League Board is seeking nominees for its annual awards recognizing individual achievement - the James P. Kirsch Lifetime Achievement Award and Eugene H. Farley Jr. Award of Excellence. The deadline for nominations is Feb. 15.
The Kirsch Award recognizes an individual who has made significant contributions to their credit union or the credit union industry during the course of their career.
The Farley Award recognizes an individual who has made a significant contribution over a period of the last three years. It may entail work on a specific project or initiative, enhancing your credit union’s culture, financial education, community involvement, or the individual can be recognized for exemplary leadership at the local, state or national level.
Credit union professionals and volunteers are eligible for both awards.
League Offers Comments on NCUA's Draft Strategic Plan
Your League on Monday filed comments on the National Credit Union Administration's draft strategic plan.
"We are at a critical moment in the history of credit unions. For our system of cooperative credit to remain vibrant and relevant to today’s consumer, credit unions must continuously evolve with the marketplace and consumer expectations, providing essential products and services in ways that best serve members," notes the letter. "To ensure credit unions are empowered to meet marketplace demands and consumers’ expectations, the NCUA must also evolve to promote and support the credit union model."
League Submits HMDA Comment Letter Opposing Any Changes That Represent Added Compliance Burden for CUs
Your League has submitted a comment letter in response to the Consumer Financial Protection Bureau's (CFPB) request for information on the Home Mortgage Disclosure Act. In our letter, we note our strong support for fair lending, but our opposition to any changes that would exacerbate an already burdensome and complex reporting system.
NCUA Issues Succession Planning Proposal
NCUA issued a proposed rule on succession planning and heard briefings on supervisory priorities and the Central Liquidity Facility (CLF) Thursday. The board also finalized a rule on statutory inflation of civil money penalties.
The proposed rule would require federal credit union boards of directors to establish and adhere to processes for succession planning. It would provide credit unions “broad discretion in implementing the proposed regulatory requirements to minimize any burden.”
Comments on the proposal are due 60 days after it is published in the Federal Register.

Virginia's Consumer Data Privacy Act Takes Effect January 2023
We are less than one year away (Jan. 23, 2023) from Virginia’s Consumer Data Privacy Act (CDPA) becoming the law of the land. The provisions in the CDPA will affect businesses across the country, not just those based in Virginia.

Credit unions can get valuable information on changes to the NCUA’s Call Report Form 5300 during an upcoming webinar hosted by the NCUA on Thursday, Feb. 10.
CFPB Identifies Consumer Reporting Companies the Public Can Hold Accountable
Today, the Consumer Financial Protection Bureau (CFPB) released its annual list of consumer reporting companies. The list identifies dozens of specialty reporting companies that collect and sell access to people’s data, including individuals’ finances, employment, check writing histories, or rental history records, often without their knowledge. Using the list, people can exercise their right to see what information these firms have, dispute inaccuracies, and file lawsuits if the firms are violating the Fair Credit Reporting Act.
CFPB Launches Initiative Aimed at Curbing ‘Junk Fees’ Charged by FIs; CUNA, NAFCU Join Groups in Calling it ‘Misguided Effort’
The Consumer Financial Protection Bureau (CFPB) said it has launched an initiative to “save households billions of dollars a year by reducing exploitative junk fees charged by banks and financial companies.”
But the announcement was quickly met by pushback from CUNA and NAFCU, as well as the banking trades, who called the initiative “misguided.”
